While the outcomes of some of the biggest races in 2016 are not yet known — like who will win the White House or control the Senate — the results of down-ticket contests might as well be etched in stone already.
The reason is gerrymandering — the perfectly legal way for politicians to take the decision of who should be elected out of the hands of voters.
