In a Department of Justice funded study of the Phoenix Police Department, "police officers who used body-worn cameras (BWC) experienced a significant reduction in citizen complaints, and BWC use was found to increase the likelihood of domestic violence incidents being charged and successfully prosecuted." The use of cameras did not seem to change citizen behavior, based on resisting arrest charges. Officers were found to leave their body-worn cameras turned off for over 70 percent of all police calls.
